The National Database and Registration Authority (Nadra) was directed by the Lahore High Court on Friday to provide a new identification card to an 18-year-old girl who had been given a false name by her unknown father in order to obtain a new identity card.
Zarmeen Abid’s petition was heard by Justice Muhammad Shan Gul, who delivered a comprehensive 9-page ruling on the matter.
Zarmeen, who does not know who her biological father is, filed a complaint with the LHC over Nadra’s decision to deny her access to her ID card.
According to Justice Gul, Nadra had violated the Constitution by refusing to issue an identity card to a girl who had been adopted. He stated that Nadra, without taking into consideration the position of a helpless girl, denied her the right to a national identity card.
“Blocking an individual’s identification card without first providing him or her with the right to defend himself or herself is tantamount to negating his or her identity,” the court said.
The confiscation of an ID card signifies that a citizen’s freedom has been constrained, and he has been deprived of the necessities of life.
As the court pointed out, it is the responsibility of governments at the international level to register its citizens in order to prevent forced sex trade, forced labour, and human trafficking from taking place.
