ECNEC approve K-4 water supply project worth 126 billion rupees

The Executive Committee of the National Economic Council (ECNEC) approved the Greater Karachi Water Supply project (K-4)on Monday, which will be completed by 2023 at a cost of Rs126 billion.

Shaukat Tarin, the Federal Minister of Finance and Revenue, presided over the meeting in Islamabad. Asad Umar, Federal Minister for Planning, Development, and Special Initiatives, Makhdoom Khusroo Bakhtiar, Adviser to the Prime Minister on Commerce and Investment Abdul Razak Dawood, and other senior officers attended the meeting.

Several development projects were accepted at the conference, including the Greater Karachi Bulk Water Supply Scheme K-4, 260 MGD Phase –I, at a revised cost of Rs126 billion.

In 2014, the project was approved with a capacity of 260 MGD and was to be implemented by the Karachi Water and Sewerage Board of the Sindh government. Later, with the same 260 MGD capacity, the project was redesigned and incorporated into the Karachi Transportation Plan (KTP).


The project intends to meet Karachi’s expanding water demand by providing a dependable and sustainable water transmission system from Keenjhar Lake, which is over 100 kilometers away, to feed Karachi’s water supply and distribution network.

The Punjab Arterial Roads Improvement Programme (PARIP) of Rs. 129,944.15 (US$ 773.20) million was also approved at the meeting. The Punjab government is funding the project, which will see the construction of 535 kilometers of dual carriageway highway between several cities in the province.

ECNEC also approved the Punjab Rural Sustainable Water Supply and Sanitation Project (PRSWSSP) for Rs. 96,202 million, which will be executed by Punjab Rural Municipal Services Company in 16 Tehsils across Punjab.

The project aims to offer basic civic services including water supply, sanitation, and solid waste management in rural parts of Punjab’s designated Tehsils.

ECNEC also approved the construction of the Kharian-Rawalpindi Motorway on a BOT basis under the Public-Private Partnership (PPP) model at a total cost of 95,810.260 million rupees.

The project is for the construction of a 117.20-kilometer access-controlled motorway between Kharian and Rawalpindi.
